Improving care and reducing costs

Local NHS transforms services to improve care and reduce costs 

Senior leaders in the local NHS are working closer than ever to focus on improving health services, while also making the most effective use of our combined resources. The NHS in Barking and Dagenham, Havering, and Redbridge (BHR), in common with the NHS nationally and local government, faces significant financial challenges. 

We have been working hard over recent years to do all we can to make sure we spend NHS money wisely, and this work continues. However, due to the scale of the challenge we face across the NHS, we need to do more. We now need to transform how we work and how our services are delivered. 

We have now developed a joint plan of action – our NHS Financial Recovery Plan - that all local NHS organisations are now formally signing up to and committed to delivering. The plan is currently being reviewed and signed off by each of our boards.

Our plan draws from proven and best practice initiatives and builds on the range of effective programmes delivered or underway in BHR. 

We want to make services better and more effective, we will not be doing anything that could negatively impact on the safety or quality of services. Doing nothing is not an option – we would face a deficit of almost £200m across the local NHS by March 2021 – so our ground-breaking approach to have a plan that jointly looks at transforming services and reducing the overall cost in the NHS will ensure we do things differently and can make our NHS sustainable. 

We have a clear focus on how we will achieve savings. Key areas that we know we need to prioritise and will be transforming how we care for people are:

  • Older people – we will have new programmes and services that help older people to stay healthy, get the care they need quickly and from the right place – in the community rather than in hospital - and for those who are at the end of life to die at home or in another place of their choice
  • People with long-term conditions – we will identify these people earlier, supporting them to manage their condition and live healthier, longer lives.
  • More outpatient appointments in the community – moving care closer to home will mean our hospitals will be better able to focus on delivering vital hospital-based services, so improving care for our patients.

These three priority areas are just part of a much bigger transformation agenda we have put in place.
